The Ministry of Civil Defense and Emergency Management is urging the public to utilize “texting” as a way to minimize disruption to over-taxed phone lines.  This is a great example of government recognizing the untapped power of social media and peer to peer communication patterns.  Are there other documented examples that people can share?
