If scientific research demonstrates that specific schools are at risk and the first option of evacuation from the hazard area might not be accomplished, it seems prudent and reasonable that part of the schools survival supplies would be life jackets for all students and staff.

Stories often surface after tsunamis the survivors were able to grab onto something that floats, so why not provide proper equipment if the hazard analysis shows a real risk instead of letting survival of the fittest rule the day.  A good quality life jacket can not only provide flotation, but also offers padding to offer some protection against injuries to vital core body areas.

The best outcome from this expenditure and practice would be the lives of children and staff would be saved. The worst outcome, it might make body retrieval and identification easier.  It seems a reasonable and proactive step in mitigating unnecessary morbidity and mortality for those schools within identified tsunami inundation zones where evacuation is not assured.
