An article in the news today revealed there was considerable Intel on the use of chemical weapons against non-combatants in Syria. More disturbing was the lack of effort to provide life-saving antidotes and training to the medical community.

It seems apparent that government was disinclined to offer any help until it was too late. Does the medical community have any options available to them to ensure global distribution of knowledge, skills and abilities necessary to provide care to patients exposed?
